Luton is bold and ambitious
The Council is working to ensure that its residents can live happy and healthy lives and businesses can profit from a thriving economy.
By 2040, the aim is for Luton to be a healthy, fair, and sustainable town where everyone can thrive, and no one has to live in poverty.
The Council has worked with residents and partners across Luton to develop this vision for 2020-2040, and it is based on their aspirations for the future of the town and the 225,300 people that live in the town.
Each of the vision’s five priorities plays a role in achieving the overall vision for Luton:
- To build an inclusive economy that delivers investment to support the growth of businesses, jobs and incomes.
- To improve population wellbeing and tackling health inequalities to enable everyone to have a good quality of life and reach their full potential.
- To become a child friendly town, where our children grow up happy, healthy and secure, with a voice that matters and the opportunities they need to thrive.
- To tackle the climate emergency and becoming a net zero town with sustainable growth and a healthier environment.
- To support a strong and empowered community, built on fairness, local pride and a powerful voice for all our residents.
Poverty and inequality cuts across people’s outcomes and life chances. Education, health and employment are all areas which can be adversely affected by poverty. This is why creating a town free of poverty is at the heart of Luton’s vision.
It’s not just about economic growth however, the Council is committed to ensuring that the community is vibrant, sustainable and inclusive.
Luton’s vision highlights the importance of environmental sustainability, social cohesion, becoming a child friendly town, and our population wellbeing strategy.
Since 2020, the Council has worked to meet the objectives of the vision. Partners across the town have also delivered a series of major projects and initiatives. Among the new developments are:
- The new Barnfield College (2022)
- Lewsey Sports Centre improvements (2021)
Other highlights include:
- Luton is listed as the top UK destination for start-ups
- The town is seen to be the best all-round UK location for aspirational entrepreneurs
- The University of Bedfordshire achieved a first class award for sustainability
- Luton hosted its first Pride Festival
Residents and visitors to the town will see many more exciting developments over the next five years. Watch out for the completion of major developments such as:

- The Stage
- The delivery of more than 2,000 new homes for residents
- The opening of new family hubs

Everyone in the Council will play a role in achieving this ambition and all corporate plans, service plans and team plans will contain objectives to meet this ambition. The role of corporate directors, directors and service directors is to drive the resources of the Council and the Luton system to deliver this vision.
